Function

(1) The Board may perform the following initiatives and participate in all project formulation, implementation, management, maintenance, and evaluation activities necessary for that purpose, according to the National Water Policy and National Water Master Plan adopted by the Government, subject to other provisions of this section.


Structural Functions:-

(a) Control and development of rivers and river basins and construction of reservoirs, barrages, dams, regulators, or any other infrastructure for flood control, drainage, irrigation, and drought prevention;

(b) Re-excavation of waterways, canals, etc., for improvement of water flow or diversion of water flow for the purpose of assisting in irrigation, fisheries, navigation, forestry, wildlife conservation, and overall development of the environment;

(c) Land conservation, land enhancement and restoration, and estuarine control;

(d) Conservation of riverbanks and protection of towns, markets, markets and places of historical and national public importance from river erosion where possible;

(e) Construction and maintenance of coastal embankments;

(f) Preventing salinity intrusion and mitigating desertification;

(g) Rainwater harvesting for irrigation, environmental conservation, and drinking water harvesting.


Non-structural and supporting functions:

(h) Flood and drought forecasting and warning;

(j) Conducting research related to water science and receiving, storing, and disseminating information and data related thereto;

(j) In collaboration with the concerned agencies of the Government for the purpose of conservation and development of the environment and where possible, afforestation, implementation of fisheries programs, and construction of roads on dams on its own land under the infrastructure created by the Board;

(k) Basic and empirical research on board functions;

(l) Inventing, implementing, and operating various technical and institutional structures related to the mobilization of the beneficiaries, ensuring their participation in the project, project maintenance and management and project cost recovery with a view to continuing the benefits of the projects implemented by the Board among the concerned beneficiaries.


(2) The Board shall perform the functions described in sub-section (1) subject to the following conditions, namely-

(a) Submission of project proposals following the criteria prescribed by the Government for acceptance of projects;

(b) Carrying out new data collection or physical and mathematical model studies as required in technical feasibility studies;

(c) Involvement of all Ministries and agencies required for the full success of the project, their involvement from the beginning of the project process and the inclusion of specific activities for them in the project;

(d) Preparation of report on the participation of the people of the project area in the formulation, implementation and maintenance of the project and recording its institutional arrangement in the project document;

(e) Submission of self-contained proposals regarding compensation and rehabilitation in case of land acquisition;

(f) Prepare a report on the impact and adverse effects (if any) on agriculture, environment, navigation, water flow, fisheries, public life and surrounding areas due to implementation of the project and their possible remedies.
